E-bike or moped? When can you ride without pedaling?

E-bikes are a great way to travel in an environmentally friendly, flexible, and fast way. But sometimes the question arises:

Can you ride an e-bike without pedaling? Or do you need a moped for that? The answer depends on the type of e-bike. In this article, you'll learn when you don't have to pedal on an e-bike yourself and what regulations apply.

The different types of e-bikes

Before we clarify when you can ride without pedaling, you should know the different categories of e-bikes:

  1. Pedelecs (up to 25 km/h)

  2. S-Pedelecs (up to 45 km/h)

  3. E-bikes with throttle or twist grip

Pedelecs – pedal support up to 25 km/h

Most e-bikes on the market are so-called pedelecs. They only provide motor assistance when you pedal. Without pedaling, there is no motor assistance. The top speed is 25 km/h, and you don't need a registration or insurance license plate. This type of e-bike is legally considered a bicycle.

S-Pedelecs – Faster travel, but with rules

S-Pedelecs are more powerful versions that offer assistance up to 45 km/h. However, they are no longer considered bicycles, but rather mopeds. Therefore, you need an insurance license plate, a driver's license (at least an AM license), and must wear a helmet. Here, too, the motor doesn't provide assistance without pedaling.

E-bikes with throttle – riding without pedaling

The situation is different for e-bikes with a throttle or twist grip. These models can move from a standstill without pedal assistance. They are no longer considered bicycles, but rather light mopeds or mopeds. The rules for this are:

  • Up to 20 km/h: Classified as a light moped, helmet recommended but not mandatory

  • Up to 25 km/h: Classified as a moped, helmet mandatory, insurance license plate required

  • Over 25 km/h: Classified as a moped, driving license required

Such vehicles are therefore more comparable to a moped than to a classic e-bike.

Legal situation in Germany – From what age can you drive what?

The use of e-bikes and mopeds in Germany is subject to certain age requirements and driving license regulations:

  • Pedelecs (up to 25 km/h): No age restriction as they are considered bicycles.

  • S-Pedelecs (up to 45 km/h): Minimum age 16, at least a class AM driving license is required.

  • E-bikes with throttle up to 20 km/h (light moped): Minimum age 15 years, requires a moped test certificate.

  • E-bikes with throttle up to 25 km/h (moped): Minimum age 15 years, also with moped test certificate.

  • E-bikes with throttle over 25 km/h (moped): Minimum age 16, class AM driving license required.

Children and young people under the age of 14 are only permitted to ride conventional bicycles or pedelecs. Anyone riding a fast e-bike or moped without a valid license or insurance risks a fine or even criminal prosecution.

The decision between an e-bike and a moped depends on your needs:

  • E-Bike (Pedelec): Perfect for sporty riders who want to stay fit and are looking for a legally uncomplicated means of transport.

  • S-Pedelec: Ideal for commuters who want to cover long distances faster but don't mind wearing a helmet or having to worry about insurance.

  • E-bike with throttle / moped: Suitable for those who want to ride without pedaling and are looking for a comfortable, motorized vehicle.

Conclusion

If you want to ride without pedaling, you'll need an e-bike with a throttle or even a moped. However, keep in mind that these models require insurance and often a driver's license.
